It’s more about how far they can throw it and the velocity at which they throw. I do think Rodgers deserves 99 based on that anyway. It’s just harder to gauge with Funny Lamar Jackson Baltimore Ravens shirt because Allen, unlike Rodgers, actually had his velocity clocked and it was record-breaking. Rodgers obviously hasn’t had his velocity checked so there’s no statistical evidence of it. That said, is anyone surprised? Madden rating guys don’t scout. They probably don’t watch a ton of football at all. It seems like half the time they’re just guessing what guy’s strengths and weaknesses are unless it’s blatantly obvious.
