In my state, you can certify-mail a letter to landlord at least seven days before rent is due stating that you will withhold rent until X is repaired. You then save that money and deposit it into the court register when you file an answer to their eviction complaint and a motion to determine rent (so that the judge can determine the appropriate rent). Of course, you dont do that for bullshit repairs.
